A shame as his robot mode looks fantastic. Could be wrong, and it doesn't do a whole lot to reduce the sheer nothingyness of the altmode. I think there's some flaps on the shoulders that fold out to hide the head, at least that's what they look like. I don't think they intend for you to look at it from the underside. In neither picture is there anything that would hide the head. The picture of it upright is the bottom of the alt mode with the head turned backwards, in the picture of the top the head is turned down. I don't see any way to hide the head on Soundwave.
